In a world where health ministers are often perceived as budget and policy managers, Dr. Roger Kamba is an exception. A physician by training and a practitioner at heart, he embodies this dual identity:

that of a political decision-maker and that of a caregiver committed to the bedside of patients. In the corridors of the Ministry of Public Health, Hygiene and Social Security, at

In Kinshasa, the name of Dr. Samuel Roger Kamba resonates like that of a builder. This doctor, a pediatrician by training, now a minister, embodies one of the most committed faces of health reform in the Democratic Republic of Congo.

Minister, but caregiver first

An international career, Congolese roots

A graduate of the University of Kinshasa in general medicine, Dr. Kamba continued his specialization in pediatrics at the University of Picardie, France, before obtaining a university diploma in childhood obesity at the Pierre and Marie Curie Faculty of Medicine. His career took him from Kinshasa to Amiens, then to France, Canada, and the Chaleur Regional Hospital in Bathurst, where he was head of the pediatrics department. This international background, coupled with expertise in neonatal resuscitation and community health, gave him a global vision of medicine and health systems.

From clinic to governance

Back in the Democratic Republic of Congo, he was first appointed Special Advisor to President Félix Antoine Tshisekedi for Universal Health Coverage (UHC). During the COVID-19 pandemic, he coordinated

the Presidential Task Force and accompanied the Head of State in his duties as Chairman-in-Office of the African Union. As head of the National Council of the CSU, he played a decisive role in the adoption of the National Strategic Plan 2021-2030 and carried out one of the major social reforms of the five-year term: free maternity care, which now offers thousands of pregnant women and their newborns guaranteed access to essential care.

A minister with a clear agenda: health for all

As head of the Ministry of Public Health, Hygiene, and Social Security, Dr. Samuel Roger Kamba has one priority: accelerating the implementation of Universal Health Coverage in the Democratic Republic of Congo. "Our ambition is clear: to build an inclusive, accessible, and equitable health system that leaves no one behind," he emphasizes to his teams. This vision is reflected in fundamental reforms, ranging from strengthening hospital infrastructure to training healthcare professionals and improving patient care.

A priority: maternal and child health

For this pediatrician at heart, the protection of children and mothers remains at the heart of his commitment. Convinced that health begins at birth, Dr. Samuel Roger Kamba has made the fight against maternal and neonatal mortality one of his key priorities. The initiative for free maternity care, which he defends as a structural measure, represents a major step forward in a country where giving life too often remains a risk for both mother and child. For this pediatrician at heart, the protection of children and mothers remains at the heart of his commitment.

Beyond the immediate impact on access to healthcare, this policy reflects a clear commitment to breaking with persistent inequalities and placing human dignity at the center of the Congolese health system.Dr. Kamba's career thus illustrates a genuine transition: that of a field doctor, marked by close contact with his patients, who has now become a public health strategist.

With three decades of experience, he embodies a generation of decision-makers convinced that health should no longer be a privilege reserved for a few, but a fundamental right guaranteed to all.
